Brad Blackburn has a Bachelors’ Degree in Psychology with a Minor in Counseling from the University of West Florida in Pensacola, FL. Brad has worked in the I/DD Field for the past 20 years. 10 of those years were spent at Green Acres Regional Center in Lesage, WV in several capacities such as QMRP, Service Coordinator, Residential Manager and Title XIX Waiver Clinical Director. He specializes in Quality Assurance and regulations.

Nora received her BA in Psychology, with a research emphasis, from West Virginia Wesleyan College in 2003. She was awarded First Place Presenter of Social Sciences at the West Virginia Academy of Sciences 78th Annual Meeting for her Senior Thesis, Cellular Phones and the Effects on Motor Coordination During a Simulated Driving Task. She is certified as a Behavior Support Professional through the WV Centers for Excellence in Disabilities and is an Instructor through the American Red Cross. Prior to working with individuals with intellectual and developmental disabilities, she worked with the substance abuse population as a supervisor in an out patient treatment program. Nora joined Starlight Behavioral Health Services in November of 2015 as the HR Director before being appointed as the Waiver Director. Her expertise lies in administration and oversight of statewide programs. Prior to working at Starlight, she was employed as a Project Manager for APS Healthcare, where she worked closely with the WV Bureau for Medical Services on policy development and implementation.

Jackie Tanner has been the Director of Residential Nursing Services at Starlight Behavioral Health since coming to work here in 2012. She received her Bachelor of Science in Nursing from Mountain State University in Beckley, WV. Before becoming a Registered Nurse Jackie graduated from Collins Career Center in Proctorville, OH with her Licensed Practical Nurse degree and was a Licensed Practical Nurse for 5 years. Jackie’s work history includes three years at Mildred Mitchell Bateman hospital as a Health Service Worker. Five years at University Pediatrics as a LPN and one year at Prestera of Huntington in the substance abuse unit. Once she obtained her BSN she worked at Charleston Area Medical Center at the General location on the Med Surg/Renal floor. Jackie now supervises four licensed Practical Nurses and two Administrative Medication Administration Personnel. Jackie Volunteers at the American Legion POST 177 in Barboursville and has served on their Auxiliary board as Treasure for two years in the past, she currently is the Secretary/Treasurer for the American Legion Riders at POST 177 doing various fund raising and giving back to the Veterans in the area.
